The device is not free (I think it cost about $80?). But it is connected to your internet service, so you don't pay a monthly phone bill, besides for a few dollars in taxes.
I've had it for close to a year now, and I haven't had any problems. It obviously won't work if your internet is down.

My service is terrible. While I’m n the phone it will start to slur Every few minutes and I can’t hear normally. Hate it.

I have Ooma and love it. It's $99 to start and $4 a month after that. You need good internet if the service is bad it's probably your internet.

if you have wired internet it's great. it's not so good with wifi
