Stroller that allows fully upright position

I'd like to purchase a stroller for a petite turning 3 year old. I'm tempted by the citi mini, but when I borrowed it from my sis in law I saw That my daughter was slouched, even in the most upright position. It actually bothers her and I see her trying to sit more upright.
Anyone have experience with a good walking stroller that allows for upright? We live in a suburban area with a lot of bumpy sidewalks so a good suspension is important. I also don't want anything exhorbitant, the citi mini would have been in the price range. Thanks in advance, hoping I can get it before Y"T!

It does look upright, but I don't think the ride would be smooth enough for my area. I need something a little more rugged.

Thanks for your ideas. No time for Craigslist, I need to get this before YT, the bee and nuna mixx look good, but out of my price range new. Any other ideas?

I have an UppaBaby Cruz from Craigslist. It sits fully upright. I know you said you don't have time for Craigslist.... but maybe would be worth glancing through if you have a second.

Look at the Simmons Tour Buggy. I know not much about it, other than it is good for all modes (baby and toddler) without costing more than $300.
