I generally give the panhandle a water bottle. It is always graciously accepted and I'm glad I'm not giving $ that can be used for drugs.

I'm usually wary of giving money to random people on the street because there's a lot of dishonesty and drug usage, and I don't want to support that. I'm happier giving to the local food bank, which can make four meals from one dollar.
If I have food in my purse, I usually give that instead. Granola bars, candy, drinks, whatever. They're often happy enough to receive it.
Also, the poorer you are, the more value a small amount of money has. When things are tight enough, every little bit absolutely makes a difference.
