Do you realize how small of a muffin 60 calories would be?
Find a recipe, swap out oil for applesauce, sugar for 0 calorie sweetener, whole eggs for egg whites. Figure out calories of all ingredients for the entire recipe. Divide that by 60. And make as many muffins as the quotient you get.

You can also use whole wheat or spelt flour or a nut or legume flour, which may have more calories but also more protein. I seem to remember there was a way to figure out Weight Watchers points that took into account fiber, protein etc., but it was long ago. Even if you're not on WW I think it helps you see the nutritional value vs. the calories.
