It's a piece of a pasuk, a rhetorical question taken out of context. The pasuk is Devarim, 20:19, sorry I can't cut and paste now, but the pasuk says , when you beseige a city, don't cut down its trees, for is a tree a man that you should come to beseige it?

You say it's taken out of context. But this is the nature of homiletics.
And it almost invariably comes up in any article or shiur on Tu B'Shvat.
One thought: Vegetables by definition have to be planted every year. And stay connected to the ground. Man continually grows, upward, like fruit-bearing trees. Sorry I don't have a source.

It takes long years & hard work for a tree to be fully grown & reach its ultimate height.
Same for a person, only with hard work can a man grow to be a good person on this world.
