Some rabbis don't allow building with Lego. I'm guessing the same issues would apply here.

I also can't imagine what the problem might be. Lego is different, because they interlock.

Quite so -- I have never heard that the laws of building might be applied to food. There is a big difference between legos and tiny pieces of vegetables. Even legos could make a servicable wall -- not so with vegetables!
One would need to be particularly aware of the food-related issues of grinding, mashing, etc, but I can see no problem with layering vegetables in a form to be eaten. I can't see how it can anount to "building." I am curious to see what everyone else says:)

Cutting food into tiny pieces may be problematic, but could be done ahead of time. Sorting the pieces, if needed, can also be done ahead of time. Some avoid smoothing the top of a salad...but I'm really reaching here. I'm no authority, but it's probably ok to prepare the vegetable dish.

Some dont use a scoop on shabbos, or any other utensil that forms food into a specific shape

Im going to have a hard time describing to a Posek, layering three different vegetables one above the other, into a cylinder, and then lifting the cylinder.

This is where the problem may come in, using the cylinder to form the shape. You need to ask LOR

I think that's correct. The way to achieve the picture perfect results is via a mold and that may pose a problem.
But as usual, ask your LOR with all the relevant details.

Now that I think of this, I actually had something similar at a rabbi’s house on Shabbat. The hostess made it in front of me in the kitchen
