When a recipe says 1 cup of basil or 1/4 cup parsely chopped, how many frozen cubes equals one cup? On the pack it says each cube is a teaspoon. Do I really need 48 cubes of basil for one cup?

You can’t replace a cup of fresh basil with the frozen cubes, it’s not going to work- you can use the frozen cubes for a recipe that just needs a bit of the herbs, but not one where the main ingredient is the herb

Follow the teaspoon conversion on the package. For 1/4 cup that means 12 cubes.
1 cup means 48 cubes.
It won't be the same.
You can make it smaller and start with 5 cubes parsley and 20 cubes basil and see if you're happy with that. It should be ok.

Are you concerned about the time to thaw the cube? If you're cooking the dish, the frozen cubes melt quickly from the heat of cooking. If not, mash it with a fork and it will thaw quickly.
