He was asked the question regarding religious Jews who commit fraud and other offenses but he answered in terms of all religions that religion has the capacity to make someone a better person or even a good person but the person has to want to be a good person and use their religion as a tool for that goal. Simply belonging to a religious group won't make someone a good person. The person has to actively work at being a good person and have a desire to be a good person.
He stated that what Hashem wants to most is for people to be good people.

I think the key word in that question is the word "people."
Religious people are human.
Humans sometimes mess up. Give into temptation. Make mistakes.
Simply being religious doesn't make you be good, the way simply going to a gym doesn't make you automatically skinny. You have to actually do the work.
