If you can find a small enough basket I would just put them in, wrap with tulle and tie a nice bow with ribbon curling the edges with a scissors blade (yes, that works for fabric ribbon as well)

Just had an idea, not sure how it would work...
What about braiding and baking the rolls around a cylinder shaped thing (like how people make napkin rings challah but bigger) and slipping it over the base of the bottle? Then you can put the whole thing into a cellophane bag and tie with twine or a large ribbon.
