Every year there are these temporary costume shops that open just for the Purim season (sometimes on Coney Island Avenue)...does anyone know if it's there this year, and if so, where? (Or what they're called, so I can call them?)

yes, there is one on coney and ave L but I dont know if it has a "name"

Its part of Safe-T-Stop, the toy store between K-L on the other side of the street. They have costumes at their regular store and in the temporary store which is next dooe to Ohr Shraga off Ave L.
