A friend sends her kids out on Shabbos so she can nap. The older boys (ages 10 and 12), are responsible for watching the younger kids (ages 6 and 3). They take them to the park, around the neighborhood, cross major two way streets, occasionally "dump" them at my house (ten blocks away) so they can go to friends. Is this normal? Is this neglectful? I am fairly horrified by the whole thing but friend will not hear of it, thinks it is fine.

I would NEVER do it, but it depends on the kids and neighborhood.

Of course its not responsible, if she won't change her mind then you can't either. Just pray for thier safety.
