Are there levels to mitzvot? Could it be that one is worth more than another? Can we as humans determine which is the more important one or is that judged in God's eyes only?

There is a mishna in Pirkei Avos that says
פרק ב,א: והוי זהיר במצוה קלה כמצוה חמורה, שאין אתה יודע מתן שכרן של מצוות
Be as careful with a "light" mitzva as with a "serious" mitzva since you don't know the reward for mitzvos.
However, there are halachos about which mitzvo we do/ don't do when there is a conflict. For example, a person learning Torah cannot stop to do a different mitzva unless only he is able to do that particular mitzva.

Sorry, I didn't understand what you didn't understand (I've also edited mine to he, because of course only men have the mitzva of talmud torah).

I think I understand it now. You mean if he is the only one available to be able to do that mitzvah.

There are special mitzvahs for women which carry a great Chashivus like the 3 Mitzvahs: Challah, Nidda, Ner or like Tznius.

I'm just wondering if a person is trying to better oneself, is there a mitzvah that is more important than another? Also if one mitzvah is harder for me to do than another is it okay to focus on the easier one first?
