I don't think it's a prob. We've done that before. Many of the stores also stock from last year. Just open it and check that no bugs or anything got in.

I would use it as long as it is still a sealed container. After all, are you 100 per cent sure the grocery didn't do the same thing..... They should really change the package from year to year!!

No prob whatsoever. I use very little potato starch and keep it from year to year till it's used up. I put the box or canister in a sealed plastic bag and put some bay leaves in the bag to repel bugs. Last year IIRC I purposely bought starch on sale after pesach to put away for this year.
Matzah meal I would keep for a year but not more, because it can taste stale. I have no such qualms about potato starch, which has no taste to begin with.

I keep spices for the following Pesach one time only, and then keep them for chometz. Instant coffee--not! One year I bought instant coffee on sale a month or two before pesach and stashed it away. came erev pesach and it was nowhere to be found, so I went out and bought a new one (at full price, dangnabbit!) when putting the pesach things back after pesach, I found the missing, still-sealed jar and decided to put it away for the following year--which was when I finally learned the true meaning of "ashes to ashes, dust to dust."

My MIL purposely buys potato starch at the end of Pesach and stores it for the next year. She says stale potato starch works so much better than fresh.

With any dry goods, you can tell if they are rancid by smelling.
If it smells like paint, throw it out!
This has happened to me with stuff bought in the current year, and with old stuff!
Similarly, year old stuff can be fine...
just scratch 'n sniff
(actually, no need to scratch!)
