1. I would suggest going into Geula, there's a candy shop that does similar things, and you can get an idea of what they charge.

2. A great place for disposable party goods, and paper goods and plastic and things like that is Gindi's, on Agrippas street, next to the new Maccabi building.

I asked someone about that and they said that they make it themselves so that they can sell them for cheaper.

not a bad idea wouldn't know how to stick it to the material but the tefillin are made of sugar cubes. they are really nice when I made them for my bil's bar mitzvah last year no one believed me what they were made of people were grabbing them for themselves and for others. I made about two hundred not one was left behind.

called up the bedatz and they don't cater to small businesses especially not ones that are from home. so anyone have any suggestions as to go about this? would people still buy from me with out their official ''stamp''?

From what I know, most ladies that make food at home just write- made with badatz eidah.... ingredients.

For example

(she also has a mahadrin yerushalim hecsher.) Try contacting her and asking her. She is very sweet and she might be able to help you. (I don't know her well I just ordered from her a few things.
