Pimples on Forehead

my 12 yr old dgtr has a bunch of little pimples on her forehead . She also has a few on the apple of her cheeks. It's really bothering her. For the past few years she has been using Aveno face wash and the biore face cloths. She has been using this before she broke out with the pimples on the forehead.
It is not doing much. Does anyone have any ideas what to use. Some one mentioned pro-activ. I don't think I want to start with a dermatologist.

I use Shaklee and its amazing! used to use proactive its not worth it!
