Not in Israel. Not anywhere in Canada that I've lived. Unless you're renting/buying something "partially" furnished, which generally implies fridge & oven/stove, but your contract should stipulate that.

I don't know if it only a NYC thing but working sink, oven and fridge are included in the "warranty of habitability". I don't know if that means they are legally required to provide them, but if they do they are responsible to fix them, not the tenant.
Tenants rights laws go by state.
Everywhere I have lived in America an oven was provided by the landlord and was not considered furniture. Some apartments had other appliances as well, none considered furnishings. Just more aspects of the apartment, like an en suit bathroom would be.
