If it is what I think you are talking about it is very simple and delicious

You can use really any time of fish. My mother in law uses "nesicha" here in israel or salmon or halibut
chickpeas, red pepper cut into slices, a lot of garlic cut into slices, hot pepper sliced, and some put tomato also sliced.

Layer half of the ing. on the botoom of a pot.
layer the fish on top of that
layer the other half
pour on about half cup oil, water to cover all the fish, a lot of paprika and salt.

bring to a boil and then let simmer for an hour or even longer. the longer the better.

sorry if not so clear im not so good at writing recipes!

I found a recipe in Hebrew and had Google translate it in case you aren't proficient:
Spicy fish with chickpeas
June 20, 2010 By: Firagah

Mustem hot with hummus - Firagah

Spicy fish with chickpeas
You can add red red pepper and fry it with garlic.
Ingredients in a large, shallow saucepan;
Suitable for small fish fillets or cooking (not sole) - I made with Amanunim (Mustem)
6 tablespoons olive oil
Head of garlic sliced
3 ripe tomatoes without peel grated pinch of sugar +
Chicken soup mix
Heaping tablespoon sweet paprika
Pepper with seeds (those who did not want to spend the sharp grain)
Hot paprika
Salt and pepper
3 Ali chopped fresh parsley - add at the end of cooking
2 cups cooked chickpeas (you can Sunfrost) but not from a box
Preparation:
Wide, flat pan fry the garlic in olive oil until lightly golden
Add the spices and stir for about a minute without water
Add 2 cups water and boil. Lower flame and cook for 5 minutes. Add the ingredients, including fish.
Boil and cook over a small flame to 30 minutes. Add vegetable and close flame.
Enjoy

heres how I make my fish:
prepare paprika oil: oil and paprika in a cup. I pour about 1/4 to 1/2 a cup with one or two tablespoons of paprika. if you use the spicy kind, u can omit the jalapeno pepper.

9 by 13 pan or in a pot.

layer tomatoes on the bottom.
add fish.
pour lemon juice, salt, pepper.
pour the paprika oil.
add garlic cloves....I do one or two per pan, but dh doesnt like garlic. you can feel free to add more
if you r useing jalapeno peppers, add. I like to cut them up into rings.
you can add red peppers, sliced, and chickpeas at this point.
top off with chopped cilantro ( I like to add parlsey also)

if you are baking in oven, cover with tinfoil and bake at 350. cant say for how long...but I do it till I smell the fish Smile

if on stove top, add a little bit of water, and cook on med, low flame.....and keep checking on water....u dont want too much or too little.

enjoy!
