I had always heard that you could only swim (during the 3 weeks) if you had already swam before (at least once) that season.
Is that true?

I think you can only not swim during the 9 days.
Maybe people keep the whole 3 weeks...I dont know...

During the 9 days, one cannot bathe for pleasure, which is what swimming is. It does not appear to be a difference if the bath is in the house or in a public pool or ocean. I don't think we swim on the 17th of Tammuz but from the 18th until the 9 days, I am under the impression that bathing and/or swimming is allowed. In today's world people are delicate and not used to being sweaty or dirty. That is why some rabbis allow brief lukewarm showers or sponge bathe until the 8th of Av.
