I sometimes see dates walking along the water near the Verrazano Bridge (near ToysRUs)
also, what about the Brooklyn Bridge park? Prospect Park?

You can sit out on the water at the Water Club if I remember correctly.

don't know if it's for day or night but here's some ideas...
the high line - it's short so you need other stuff with it
ferry from brooklyn bridge park to governor's island
walking in battery park, there's a nice place by the water to walk and sit
picnic somewere

Central Park is huge, has lots of nice areas for sitting or walking or boating. It's one of my favorite places in NY

Botanic gardens or zoo? In Prospect Park, very close to Williamsburg. Central Park I think has a nicer zoo and isn't so far either, though considerably farther than Prospect and I wouldn't necessarily drive either because there's never any parking in the area. Both parks also have lakes where you can rent boats and get your watery scenery in.
