Rather, the gevurah is tempered with a greater amount of chesed. I'm not sure how that translates into an exact ratio, but it is definitely not 50%-50%

Definitely not 50-50. We always favor yamin, "Yamin HaShem oseh chayil". However today its the smol that has the bad name and some parents think its wrong. A child who does not know his limits will be in distress until someone else defines them for him, like the school or friends. Did you ever notice that kids make their own ethical code among themselves or like to play games with strict rules when little? The child has a need for limits.
