I had a package of chicken bottoms (not frozen) out of the fridge for 4 hours. Do I have to dump it?

no, regular room temp maybe like 73, also it was sitting on top of a frozen package of meat in the sink.

I'd be nervous to use it, however I tend to get paranoid with this stuff.

I think it's fine. 4 hours isn't that long. And its not a hot summer's day.

I'm with only. If it was thin cutlets and a hot summer day, it'd be something different . . . .

I'd also be more nervous with ground meat.

But you also said it was sitting on top of a frozen package. If that is the case, it's totally fine, I wouldn't worry, it's like it was in the fridge.
