Kislev is the 9th month starting from Nissan. So the 9th (Tes) day is tomorrow, Monday, and the 9th hour of Monday, is an inyan and eis rotzon to be mispallel for whatever one needs. The 9th hour may be a bit different in other parts of the world. There are many ways to calculate the 9th hour.
According to Kupat Hair: in Israel (or is it only in Bnei Brak? (not sure)) the 9th hour tomorrow according to all shittos is between: 1:44-1:53 p.m.
The calculation for Yerushalayim using this site: http://www.myzmanim.com for SHO’OIS ZMANIYOS:
13:39:39 - 13:53:11 (1:39:39 p.m. – 1:53:11 p.m.) (13 min. 32 sec.) is COMMON to all shittos.
The EIS ROTZON consists of A FULL HOUR SHO’OIS ZMANIYOS. The earliest time of the earliest shitta and the latest time of the latest shitta in Yerushalayim according to all shittos using the above site is:
12:54:43 - 14:45:59 (12:54:43 p.m. – 2:45:59 p.m.) (1 hrs 51 min. 16 sec.)
For Yerushalayim, the combinations of the 2 shittos of SHO’OIS SHOVOIS is:
12:48:32 - 14:29:29 (12:48:32 p.m. – 2:29:29 p.m.) (1 hrs. 40 min. 57 sec.)
The earliest time of the earliest shitta and the latest time of the latest shitta including both:
SHO’OIS ZMANIYOS and SHO’OIS SHOVOIS in Yerushalayim is:

Sefer Hayashor quotes in the name of the Ramban that the 9th hour of the 9th day of the 9th month is a special time for davening. Eliyahu Hanavi on Har HaCarmel was answered in the 9th hour. The holy sefer Bris Menucha which has an haskameh from the Arizal cites this inyan and mentions that the 9th hour of the 9th day of the 9th month is the channel for all shefa.

thanks for sharing this it's greatly appreciated. one question though: why do we count as kislev the ninth month? Why are we counting from nissan?

Actually, counting from Nissan is according to the Torah for which it says: Hachodesh hazeh lochem rosh chodoshim, rishon hu lochem lechodshei hashoneh.
For the 9th of the 9th of the 9th that comes out in Sivan the counting is from Tishrei.

For the 9th of the 9th of the 9th that comes out in Sivan the counting is from Tishrei. | what about the month of av. I read it here that there is also a thing with that..9th month ( av) , 9th day ( tes av) , and 9th hour. Is it 2 different opinions or is it both? thanks again
