Did anyone ever make such cookies:

I want to make it for SM. I found a lot of recipes online but don't really have time to experiment.

If anyone has any experience and could help me I would really appreciate it.

wow! Those are gorgeous. Use any sugar cookie recipe. For the icing, I would guess it's royal icing because it gets hard. Or it could be colorflow. Recipes for both can be found on Wilton's website.

MIndy is right . . . the correct word is Mishloach Manos, not Shalach Manos.

Thanks I figured it was Royal Icing.

The question is how do I spread the icing? and it looks like in the picture she used white icing under the colored. Does anyone know why?

This way it hides the actual cookie. It is done in a more professional way.
