Powdered make up, yes. Regular make up, nope, no heter for that.

Koff, koff, OP, but those are two different questions you asked: 1. Is there a heter to use and 2. Does anyone here use? You should know by now that there will always be people who do things that are not permitted in other circles or that are not permitted at all. That should not be relevant to you unless you are asking solely as an intellectual exercise without practical application.

Also, correct me if I'm wrong, but I think this is a misuse of the term "heter". AIUI a heter is a dispensation for someone in a specific situation to do something that is prohibited under ordinary circumstances. For example, assuming that pancake makeup is forbidden, a person whose face is badly scarred or has vitiligo might ask for and get a heter to wear pancake makeup because of the intense embarrassment she would suffer if people were to see her face in all its scarred or two-toned glory. That does not make pancake makeup permissible for anyone else. If something is permitted, it is Muttar; there is no "heter" for it because no heter is needed.

There are two rabbanim that gave a "heter" for Shabbos make up that's powdered. I wear it on third days yt or on shabbosim I need to go to the Mikvah there are a few rules:
1. You can only put it on if there is no color from reg make up on your face
2. You can't blend two colors together
3. For every color that you use you need a separate brush

If you buy it they give you a sheet with the rules and exactly how to apply it

Just posted on a different thread. The issue here is "coloring". When you are applying makeup you are in a sense coloring which is not allowed on shabbat

It's really an ask your LOR kind of question. Our rav holds no you can't, because of what tweety1 said, but there are 'shabbos makeup' lines that some people hold by.
