what is this brocha really about ?
that you have made for me all my needs
שעשה לי כל צרכי
we say it except for fasts ... so we either have bitachon that Hashem gives us all our needs regardless of the situation or we lose sight that when we fast - we still have all our needs regardless of not eating or wearing leather shoes
we should be feeling closer to godliness not further away - it seems lacking

Not saying it on Tisha b'av is a very small minority view (aiui) based on those who say it *when* putting on shoes.

I learned that this bracha is connected to the donning of shoes, so on Tisha B'Av and Yom Kippur, when we don't wear leather shoes, there are some who delay reciting it until the night, after the fast is over.

I'm not talking hashkafically ... emotionally can we fathom that god doesn't give us what we need ... there are people starving - not just us fasting ...
or why do we not say it simply because we don't wear shoes ... shoes are not the mainstay of life, so why do we ever bother saying this brocha
