I think it very much works by what trends between the bochurim not by the real quality of the badchan.

I can't give exact details because I only know how it worked few years ago, but it's something like Every badchan has thier agent in yeshiva; a Bochur that campaigns for him sort of and whoever has a better campaigner sort of gets more clients.
The same goes to hats by the bar mitzvah boys. It doesn't have to be the best hat it goes by what trends between the boys. The hat stores know this.
Also, a badchan is paid by the hour? Never heard.

The guy ended up taking less than 1700$ and it for the whole mitzva tanz.

$1700 sounds like a price for the whole mitzva Tantz and it's totally not ludicrous, it's the going rate between the better badchanim, the more popular ones ask 2k or more
