Why do you say that?
This is the 14th year that Bank Hapoalim is providing free entrance to dozens of places of interest all over the country during chol hamoed Pesach.
And on Yom Ha'atzmaut dozens of 'Atarei Moreshet' (heritage sites) are similarly open free of charge.
We nearly always take advantage of the free entrance on both holidays.
Yes, places are generally crowded -even the attractions that you have to pay for, but that's just how it is when most people have off for the holiday.

We actually went to the Bible land museum (children's activites) and to latrun, both free. They were both great fun and completely free of charge. Cousins of mine went to the botanical gardens in jerusale, also free.
Why would you say nothing much is free? This is something that has happened on pesach for quite a few years now (as etky said)
And neither place went to was insanely packed at all. They were all fine.
