Currently listening to a gorgeous version of the song “Hishbati” by Yishai Ribo. Could someone please clarify the passuk? Who’s the one asking people to tell their loved one that they are lovesick? Hashem or us?

Ooh that's one of my favorite songs!
The pasuk appears a few times in Shir Hashirim. IIRC it's Bnei Yisrael talking to the nations about how much they love Hashem.
I would put this in a different forum though -- when I think of the Entertainment forum I tend to think about TV/movies. I had blocked it for a while actually.

If you want pshat, look it up in any meforesh.

Not all of the meforshim on Shir Hashirim engage in pshat ...
