Buy a phone, get it unlocked. Sign op for a regular plan. Pass it on to a friend or relative who will be in Israel next year and have a free phone for your summer vacation should you go to Israel.
My mother comes once or twice a year and saves the simcard. She lends it to visiting relatives too.

these days here in Israel Cell phones are so cheap like a loaf of bread really
The phone itself you can use the Amercan one, for the sim it can be around 15 Shekels a month so not a great deal at all
