Any game that involves more than one person, encourages social skills - for example, waiting your turn, being prepared to lose, etc.
But I don't think there are games that can teach social skills.
How about Happy families - that encourages giving and taking.
Snakes and ladders.
Memory game.
Also out-door games - hide-and-seek, catch.
With a child who lacks social skills, I would try arranging a play date, one on one, where you can watch over the playing, and check everything's going ok.
