The plastic bag of lentils appears vacuum packed. I don't think that's how it was when it was new (at least, I don't remember noticing such a thing). Is that a sign that something is rotting/living in there?

How long have you had the package? Generally, if there are bugs in there, you'd see pinholes in the plastic, and some dust in the bag.
If you open the bag and the lentils smell rancid, then be on the safe side and throw them out. Lentils are pretty cheap, so it's not a great loss.
Another way to check is to dump the bag into a large pot of salted water, and then swirl them around really well. You'll see any bugs come to the surface.
