I would like to have families over for Shabbas meals but we are on tight budget. What are cheap dishes, besides kugels? Serving an Israeli crowd.

Confetti rice. Or other flavored rice or pasta salad.
You could use leftover chicken in a chow mein dish.
Bulgur salad, or cook it under the chicken for lots of flavor.

If you have more dips, then people will fill up on challah.
A chicken salad. Schnitzel can be used. Alternatively, use salmon. One or two portions can be stretched pretty far and it looks fancy.

Potato salad. Serve a potato salad with first course and they'll eat much less chicken

Agree with previous posters. Invest in tasty challah and dips, and soup on Friday night. Let those courses drag out a little - not to the point where people are impatiently waiting for chicken, but just enough to let people start feeling full.

Serve chicken cooked with something else - eg roast chicken and potatoes, stuffed chicken, chicken with barley and vegetables, stir fried chicken and vegetables. And have side dishes (rice, couscous, etc).

Everyone will be full, but they won't fill up on the most expensive stuff. And filling up mostly on soup and salads is healthier, anyway.
