I'd like to know what toys to buy for a small local in house playgroup.
Mainly for 18 months to 2.5 year olds.

magnatiles
little people and their busses, farms, houses, etc.
electronic activity table that sings ABCs and colors and numbers, etc.
playhouse
dolls and strollers and bottles and clothes
megablocks
cars
pretend phones with electronic buttons that sing
crayons and coloring books and stickers and a kiddie table and chairs. If you can't have your eye on every child at the table every moment because you need to run off to change a diaper, maybe try color wonder markers and color wonder paper instead.
fenced in backyard with swingset and trikes and balls if possible!!! oh and sidewalk chalk and bubbles.
My twins are almost 12 already but this is what they loved at that age.

Other than a year dough, what other sensory toys and toys to work in fine motor skills do you recommend?

you said year dough--- I guess you mean playdough? I didn't mention it because my kids were too immature at that age to handle playdoh without trying to eat it. lol. With a whole group of kids and (I assume) carpeting, you might just want to avoid it.
fine motor...... stickers. dressing toy (buttoning, zipping, lacing--- my kids had a caterpillar--- they won't GET it at that age but they'll start trying and that's great). crayons/markers like I mentioned. for sensory you might want to get one of those 15 dollar dealies that projects different colors on the ceiling and turn off the lights and put on soft music and have a dance party sometimes! If this is for all types of kids and not specifically for special needs I don't think you need to focus so hard on what is for fine motor and what is for sensory-- -just a nice variety of different types of toys to stimulate all types of minds and you'll be fine. My daughter's playgroup director at age 2 did a lot of finger painting --- I was amazed with her patience for that but it was a tiny group.
ooh maybe some dress up costumes--- they won't necessarily put them on themselves except for hats and necklaces and stuff but you can put a vest on this one and a tutu on that one and a jacket on this one in a few minutes and make everyone happy.

Dolls, doll carriage, etc.
Blocks
Cars, buses, anything on wheels,
Big Lego
Fake food, fake kitchen
Pocketbook, caps, hats,
Balls (lightweight)
Books, esp those big books with pictures of items such as ball, umbrella, truck, etc.
I used to have a playgroup in my house, and these were some of the favorites. I also had a small slide from little tykes.

Shape sorters. Pounding toys. Ball drop toys. Plastic Shopping cart. Dress ups like hats. Pocket books. Tallis. Wooden peg puzzles. Stacking & nesting toys. Curly Wire with beads. Pop up toys. Ride on toys. Pegs with foam boards with holes. Big legos. Mitzvah menchies. Doll house. Trucks.
