In the "not so distant past" it was extremely common to need to break a layer of ice from the morning wash water that sat overnight in the bedroom.
We have it so good in this day and age, and most people take it for granted.

sorry but this is just strange
maybe s/he made a mistake even
no one would just leave their thermostat at 89 it would be unbearable
go turn it back down
and ask him not to touch it and work out a way to address whatever issue it is he is having
if he's sleeping and you can't ask him id assume its a mistake and regardless turn it back down and put a note on it if possible for now

Make sure your guest isn't sick.
When I was in someone else's place and it was unbearably hot, I suggested she might be sick, and it turned out she needed urgent medical care.
