But dreidel is really fun!
Also melting crayons and making art with them (we used to do it with candles but u can use blow dryer or oven too)
also bay blades burst are an expensive way for teens to enjoy "dreidel"
Also was on fingers by placing candles in boiling water.
Can't think of anything else right now

We had one meal last year where I covered the table with white paper and put out markers, crayons, colored pencils and stickers for the kids to color/draw/decorate the table while we ate. As soon as it was Shabbos mevorchim Kislev, my kids were asking if we could do it again this year.
I know that you said non-food, but this uses a preexisting meal that you would be serving anyway. Or you can make it a family activity without the meal (just roll out a long stretch of paper to color on), though it might be less exciting that way.
Other ideas:
- buy a new family game and have a family game night (This works well for Shabbos Chanukah if you choose a game that you can play on Shabbos.) Or make your own (Chanukah-themed or not) version of Headbands or Memory, etc.
- lots of singing / dancing / music
- make a treasure hunt for your kids
- any sort of family craft project

Some of these may be too advanced for 3:
Perler beads menorah or dreidel (can get larger board and beads for 3 year old)
Home made shrinky dinks
Color paper tablecloth. You can put under menorah.
Decorate plates - use clear plates and color back with sharpie. I print pictures in mirror image trace.
Fold a large magazine into a dreidel (we use the free thick advertising one)
Decorate the front door.
Pictionary or act out chanuka items and people guess.
Last year we bought Jewish spot it and played one night.
Paper chain out of pretty paper to hang in the window with the menorah. Or hang cut snowflakes or decorated dreidels...
Take a walk to checkout all the menorahs.
Buy sheets of ‘black magic scratch sheets’ and kids can scratch out pictures. Or make your own by coloring a paper with marker. Covering with black crayon. And then scratching out a picture.
Amazing savings has great cheap options of chanuka crafts.

We always pass the Mir yeshiva on the last night of chanukah to check out all the menorahs on the window sills. The kids really enjoy that
