I took in my husband's tallis to the dry cleaner and they said it costs $30 and takes a few weeks to come back, is this normal?!!?

depends if it has a silver atara or not. with an atara it costs more cuz they either cover it or remove it and resew..
if yours has an atara, the price seems right, I have given it in the past and it has taken 1-2 weeks. If it's just a regular tallis I would imagine it to be cheaper and take less time.
Where are you located? In lakewood and brooklyn there are judaica stores and cleaners that do it.
