I happen to be chasidishe (non-Chabad) and my rebbitzin, who is very frum (think: two pairs of stockings -- one to create a grayish color, to remove the skin coloring, tichel with synthetic sheitel front, etc.) happens to pull out a gemara quite often. No, she doesn't devote her life to it, but she definitely doesn't believe it is assur to learn.
I think that it is only a Satmar thing that women don't learn anything, even Chumash, which I think is detrimental.
