Can I line a stainless steel frying pan with parchment?

I think I saw this in Mishpacha this week.
Has anyone done this to make latkes?
Wouldn't the frying pan turn black after being on for such a long time with nothing actually touching it?
Or any other tips for possibly taking my regular latke recipe and baking?
I do not have a non-stick frying pan right now (and not happening to get one for this Chanukah) and end up spending way too much time (and oil) sitting frying latkes?
Please tell me if I can line frying pan with parchment and/or bake them and how?
