You only need as much time as what you see. Pick 2 attractions - one for each day. Go out to eat in silver spring and you have a trip.
I would assume the government will reopen by next week. Although you can’t know for sure.

You're an optimist. I have no hopes that the government will be running next week.
Here's a site that lists what is open, for tourists:

If you're into museums, I'd do Philly, where most of what you want to see won't be affected, as opposed to DC, where the Smithsonian is closed.
