With people who give talks that you hear either live or online, when is it ok, or not, to contact them?
I guess it depends on the person, and how available they make themselves to the public.
This is a general rather than a specific question.

If they post contact info online or give it out at lectures, then of course you can contact them. If not, you can reach out to the organization they work for or are affiliated with. Don't hunt down a personal cell phone number.
Also, "how can I contact" is ok. "I need to speak to" is best left for 911 calls.
