What does she want to do?
Are her friends staying local that she wants to do day trips?
Do any siblings have kids with the Dave vacation that she would want to go visit them?
Are there any friends in a similar situation that you can bring along on vacation?

At a certain point, my youngest sister used to join us for mid-winter vacations. Sometimes she came with a friend, sometimes by herself. It got to the point where being with my kids, doing "younger" activities was more fun for her.

Would you let her invite a friend to join you?

Doesn’t she have a friend whose family isn’t going away? Can you take them on a trip?

When I was in highschool the girls did things together with their friends. We didn't go away with family. I remeber my group of friends went one year to Montreal but my mother didn't let me travel with them because there wasn't adult supervision. The other years they stayed local and we did sleepovers and day trips together and had a great time together.

Can she stay home and do things with friends during the day?
When did winter vacation become this thing where everyone has to go away? I never went away as did the majority of my friends growing up. It just wasnt a thing. Parents still went to work and kids made day plans and if it snowed, we played in the snow.

If you're going away for her, you stay home.
If you're going away because its your vacation, and you want to go, then give her the choice between going with you or finding somewhere that you approve of to stay while you're gone.
You could also invite a friend, or go somewhere that she'll have friends.
