When you make chicken and potatoes do you need to add water? Do you need to cover it? How long do you cook it for?

I add spices, sliced onion and garlic, and some water. Cover well and bake 2-3 hours at least on 350

I drizzle with olive oil, and bake uncovered at 375 for two hours. No water. (I place the chicken on top of the potatoes.)
