Phoenix has Orthodox high schools for both boys and girls (separate). Las Vegas just opened a high school for boys last year, and for girls I believe is opening next year. Phoenix is definitely a more established community, but Las Vegas is growing rapidly. Both are extremely hot in the summer.
If you're thrown by the real estate and tuition prices in LA, it's probably not the right community for you, in spite of its climate. It probably has the highest cost of living of any established Jewish community in the US - even more than Brooklyn, though Manhattan is in the same range. San Diego isn't cheap either, but it's still a major step down from LA.
