I have 2 parakeets for a few years already. I buy wild bird food that has no chometz ingredients listed. Millet spray is good also. We also supplement with lettuce and other leafy veggies, apples, and Matza that fell on floor and therefore we wouldn't eat it. I do this based on Rabbi blumenkrantz Sefer.

Fresh fruits and vegetables, cooked eggs crushed with their shells. There's no halacha against having kitniyos in the house and feeding them to pets, so you can feed the birds seeds, too, and turn this into a teaching moment as well.
