Is a financial planner and advisor the same thing?
Also, I'm located in ny. Although I don't know if that makes a difference..

You probably want to meet face to face - but that's a personal preference.

If you are looking for someone to help you make a plan to manage on a limited budget responsibly and repay debt, your local Jewish Federation may offer some financial counseling services for free. They may also be able to direct you to resources that you might not have previously known about.
