I'm not so sure all these men are flirting with obviously religious women. Like someone said, a lot of it depends on your perception as well as cultural norms.
That said, I was once waiting in line at a dollar store. The middle aged very frum looking, married with a sheitel, honestly kind of frumpy woman was trying to flirt with the non Jewish man ahead of her. He was obviously uninterested and uncomfortable. I was so embarrassed for her. It was cringeworthy. The other non Jews on line were smirking to each other. It was bad.
