I would check the schedule at the O-U center, which likely will have all-night programs open to women. There's also a big learning program called Chochmas Nashim, I believe in Rechavia. I don't know if they have a Shavuos night program, but if not, surely they would know of options in the area.

The OU center doesn’t seem to have any Shiurim on YomTov.

I was in Israel for Shavuos last year, and went to the annual shiur given by Rebbetzin Tziporah Heller at Aish, directly across the Kosel.
It was one of the most moving experiences I’ve ever had. Her shiur was 2 hours long, and then Sara Yocheved Rigler, the author of Holy Woman, spoke. They’re both phenomenal, fascinating speakers. The program ended a bit before Neitz, and then the 150 or so women that attended the program went out and davened Shacharis at the kosel.
I tried googling to find exact info about this year’s shiur but wasn’t able to. I guess they’ll post info about it closer to Shavuos.
Last year, Rebbetzin Yemima Mizrachi gave a shiur somewhere in Nachloat. Idk if that’s an annual thing.
