You linked an article discussing SSPE and measles vaccination which does not cause SSPE and in fact prevents it by preventing the measles.
The 1 in 660 came from children, particularly infants, who developed SSPE after natural measles infection in California. They reviewed cases from 1988-1991 (17 SSPE cases) and 1998-2005.

The article quoted SSPE complications from natural measles cases, and then how it compared after vaccination. Their numbers were nowhere near as high as that. I think the highest number they came up with was 1/5,555. It also broke down SSPE cases by demographic.
