Marcus Lehman, but his books are very old fashioned. Like, written in the 1800s.

Exiles of Crocodile Island by Henye Meyer
Dark Tapestry by Ruthie Pearlman
Rachel Pomerantz books, maybe.
Those aren't romances but have some romantic elements in them.
