Is there a place someone can just walk in and get vaccinated In Israel without insurance etc

If you're talking about a child, then yes. That's what Tipat Chalav is for. For an adult, call a private doctor office to ask.

I just got my titers tested and I am not immune.I'm not sure if you don't have any insurance but I was able to get it at tipat chalav. I know there is a place in Jerusalem that does just shots so maybe check there. I don't have the number right now. I was told that I have to go there to get the booster shot.

What health coverage do you have? Call them and ask.
Call the local Tipat Chalav and ask them.
Also you could try calling the misrad habriyut. There may be a special clinic just for this.

A few more details can help. This child is a tourist, here for short term? Then they would have traveler's insurance, allowing them to see a local doctor. If the child is visiting in Israel long term, but not a citizen, there is an option for short term health insurance. Details available here: https://www.kolzchut.org.il/he.....D7%9D
If you're talking about an urgent situation (exposure to rabies or a risk of tetanus) than an emergency care clinic/ER might be your best bet.

If you have more details regarding the circumstances and sort of vaccine needed, I might be able to help more.

Short term and no travelers insurance. Realized a bit late that the child should get the mmr booster due to the outbreak..

Well in that case it makes the most sense to just sign up for travel insurance (which you really should have anyways) and get it that way, no?
If you have no resources from your home country (such as through your usual health insurance or other insurance companies), there are local options such as Harel and other insurance services. Just Google "Israel tourist health insurance" and you should get plenty of links. Call the options first to ask how it would work to get the vaccine once you've registered.

You can't get traveller's insurance once your travel has commenced.

I hope this child will be safe. I am appalled that the parents travelled without getting health insurance. Totally irresponsible.
